Dan Greenwood, an expert on corporate law and behavior, explains how best to regulate corporations for greenhouse gas emissions. Because companies will by their nature be seeking to maximize profitability, they will regard carbon control regulation as something to evaded or minimized. This has important implications for the design climate policy — creating a system in which firms police each other, rather than being policed by the government, which simply does not have the resources to do the job.
